Should the 22-year-old also finalise personal terms with Ipswich Town, Volendam stand to receive a fee of €4m plus a sell-on percentage, the highest guaranteed fee the Dutch club has ever received for an outgoing transfer.
Van Oevelen still needs to agree the final details of a personal contract with Ipswich, though no problems are expected on that front. The €4m guaranteed fee would surpass the €3.5m Volendam received when Micky van de Ven left for VfL Wolfsburg in 2021, a fee that eventually grew to €8.5m through favourable sell-on clauses in the years that followed.
The goalkeeper, who has a contract with Volendam until the summer of 2028, has attracted considerable interest in recent weeks, with FC Twente and Valencia both having made contact. He had even reached a personal agreement with Valencia over a five-year contract, but Volendam and the Spanish club could not agree on a transfer fee, opening the door for Ipswich to step in.
The Suffolk club had an earlier bid of €3m rejected before returning with the improved offer that has now been accepted in principle.
Van Oevelen made 64 official appearances for Volendam, keeping 13 clean sheets, and was part of the squad relegated to the Keuken Kampioen Divisie last season. Ipswich, by contrast, are heading in the opposite direction, having secured an immediate return to the Premier League after finishing second in the Championship, giving the young goalkeeper the chance to test himself in English football's top flight should the move be completed.
The 6ft 6in keeper's decision to prioritise a move to Suffolk over Valencia, despite reaching personal terms with the Spanish club first, reflects both the collapse of talks over a fee with the LaLiga side and the pull of regular Premier League football at a newly-promoted club still building its squad.
Ipswich's willingness to significantly improve their opening offer suggests the club see Van Oevelen as a genuine long-term option between the posts rather than simply squad depth, with the move now expected to be finalised in the coming days pending the completion of his personal terms and medical.
