The Daily Mail reports that Spurs remain determined to sign the Netherlands international and are working on an improved offer that closes the gap on Brighton's valuation. Van Hecke played under Tottenham manager Roberto De Zerbi during the Italian's time in charge at Falmer Stadium — a factor expected to accelerate the defender's interest in the move.
Brighton's negotiating position is complicated by the contract situation. With just 12 months remaining on Van Hecke's deal, the south coast club face the prospect of losing him for nothing next summer if they do not sell — a reality that gives Tottenham leverage to push below the asking price.
Liverpool discussed a potential £35m move last summer while simultaneously pursuing Crystal Palace defender Marc Guehi, and retain a background interest. Chelsea also hold a watching brief. For now, Spurs are the active bidder.
Tottenham have already been busy in the defensive market this summer. Midfielder-turned-centre-back Marco Senesi has arrived on a free transfer from Bournemouth, and it is widely anticipated that Cristian Romero will be sold to generate funds for further additions. Full-back Andy Robertson has also joined from Liverpool.
The club are also working on a deal for Manchester City winger Savinho, adding to what is shaping up as a significant summer rebuild under De Zerbi.
