Ure has been in prolific form for the Swedish club this season, scoring 15 goals in 15 Allsvenskan appearances, and IK Sirius have already given him permission to fly to Spain, ruling him out of Monday's league fixture against IF Brommapojkarna.
Sirius sporting director Jonathan Ederstrom confirmed the situation in comments carried by the club.
"We find ourselves in the final phase of negotiations with a foreign club and, therefore, Robbie will not be able to play tomorrow's game against Brommapojkarna," he said.
"For the moment, we won't comment further on the matter."
Sevilla have moved ahead of several other European suitors to land the forward, who is seen as the direct replacement for Akor Adams after his departure to Venezia. The fee is reported to be in the region of €6.5m fixed, with add-ons that could push the total closer to €9m, though figures vary depending on the outlet.
Ure began his career at Rangers before a spell in Anderlecht's youth set-up, and has established himself as a first-choice striker since joining Sirius last year.
Sevilla's chief incoming is being mirrored by a departure at the other end of the squad, with midfielder Joan Jordan close to agreeing terms with Portuguese side Estrela Amadora on a two-year contract, pending his own medical in Lisbon.
The 32-year-old had been frozen out of Luis Garcia Plaza's plans since the second day of pre-season, training away from the first-team group alongside fellow outcasts Pedrosa, Fabio Cardoso, Federico Gattoni and Rafa Mir. His representatives had at one stage considered reporting the situation to the Spanish players' union, the AFE, though Sevilla maintained he had never been barred from training, only separated from the main squad.
Jordan still had a contract with Sevilla running until 2027, and his exit will remove one of the last remaining high earners from the club's Champions League era, with his cost to the club - in wages and amortisation - estimated at around €7m.
Sporting director Jose Ignacio Navarro has been working to trim the wage bill throughout the summer, and continues to search for further departures and incomings as the transfer window enters its final stretch.
