Tigre confirmed the transfer was worth around €8.5m including add-ons tied to sporting objectives, equivalent to roughly $9.8m at current exchange rates, in a statement on the Argentine club's website.
Parma also agreed to hand Tigre a 10% sell-on clause on any future transfer of the 23-year-old, who has signed a contract running to June 2031.
"We thank David Romero for the commitment and dedication shown during his time at our club, and wish him the very best for this new stage of his career," Tigre said.
Romero, born in Corrientes, came through Talleres de Córdoba's academy before a loan spell in Chile with Unión La Calera, where he scored seven goals in 11 appearances, and then established himself at Tigre, scoring ten goals and adding two assists in 17 appearances across the Primera División and the Copa Sudamericana this year.
Described by the club as a rapid, modern forward equally comfortable attacking space in behind or dropping into the final third to combine, he arrives as a replacement for Mateo Pellegrino, who completed his own move to Fiorentina this week, continuing Parma's pattern of recruiting South American strikers to refresh the attack each summer.
The move also extends a productive pipeline between Serie A and Tigre, which previously sold Mateo Retegui to Genoa in 2023 before his own move up the football ladder.
Elsewhere, Sweden international Jacob Ondrejka has joined Eredivisie side Groningen on a season-long loan as he looks to rediscover the form that helped drag Parma to safety during the 2024-25 season.
Born in Landskrona in September 2002, Ondrejka came through his hometown club before earning a move to IF Elfsborg, where he scored 15 goals and added nine assists in 90 top-flight appearances. That form took him to Royal Antwerp in the summer of 2023, where he made his debut under Mark van Bommel and went on to score 12 goals in 36 league appearances for the Belgian champions.
He joined Parma in January 2025 for a multi-million-euro fee and has made 28 Serie A appearances for the club, scoring five goals, before this loan move to the Netherlands, where he will wear the number 11 shirt at Euroborg.
