AC Milan remain in the race for the 22-year-old, but Savinho is now considered Tottenham's number one target, with Manchester City preferring the guaranteed, upfront capital of Spurs' offer over Milan's proposed structure, says The Sun.
Milan had initially explored an ambitious move for Phil Foden as a replacement for Rafael Leão, but turned their full attention to Savinho after Foden signed a new contract extension at Manchester City. The Italian club are preparing a loan offer featuring a mandatory buy-out clause structured around €50-55 million, viewing the Brazilian as the ideal successor to Leão, who is himself waiting on Fenerbahçe to meet Milan's valuation of at least €50 million before he can complete a move to Turkey.
Manchester City have not yet received formal offers from either Tottenham or Milan, with Enzo Maresca's side assessing their own squad depth before deciding on Savinho's future. City are open to letting him leave this summer, as they were last year, but any final decision depends on first securing their own reinforcements out wide.
Tottenham have already been among the most active clubs in the market this summer, spending £185 million on a new midfield partnership of Sandro Tonali and Matheus Fernandes, and a further £52 million on Jan Paul van Hecke from Brighton, while also adding Andrew Robertson and Marcos Senesi on free transfers.

Savinho joined City from fellow City Football Group club Troyes in 2024 following a breakout loan spell at Girona, but has struggled to establish himself as a regular starter under Pep Guardiola, with opportunities limited behind Jeremy Doku and other attacking options.
Despite signing a new contract until 2031 as recently as October, the winger is understood to want a move that would guarantee him regular first-team football, making Tottenham's interest an attractive proposition regardless of his long-term deal at the Etihad.
