The 18-year-old will remain at Genk on loan for the season before officially joining Liverpool ahead of the 2027-28 campaign, having put pen to paper on a six-year contract at Anfield. Brughmans, who stands at 6ft 7in, has started all four of Genk's league games so far this season and has represented Belgium at youth level.
BBC Sport reports the deal is structured around an initial fee with substantial add-on payments, with the total package of around £30million understood to be close to the maximum achievable figure.
The move was driven by Liverpool's global talent department, led by Matt Newberry, which has increasingly focused on identifying elite young players from across Europe and beyond.
Liverpool currently field Alisson, Giorgi Mamardashvili, Freddie Woodman and Vitezslav Jaros as senior goalkeeping options, but with Alisson's contract expiring next summer and question marks over Mamardashvili's long-term future at the club, Brughmans is viewed as a genuine option from 2027 onwards rather than a squad player brought in purely for depth.
The signing fits a pattern of recent recruitment from Liverpool's academy pipeline. Earlier this year the club brought in Senegalese defender Mor Talla N'Diaye and Austrian centre-back Ifeanyi Ndukwe after both impressed at the Under-17 World Cup in Qatar, while goalkeeper Armin Pecsi and midfielder Samuel Martinez have arrived over the past year from Hungary and Colombia respectively. Pecsi is currently out on loan at TSV Hartberg in Austria, continuing his own development away from Anfield.
Brughmans becomes the latest addition to a goalkeeping department Liverpool are clearly reshaping for the medium term, with the club prepared to wait two years for a player they regard as one of the most promising young shot-stoppers in Europe.
Real Madrid and Bayern Munich were also credited with interest during the negotiations, underlining the level of competition Liverpool saw off to secure his signature.
The structure of the deal, keeping Brughmans at Genk for a further season, allows the teenager to continue accumulating senior minutes in Belgium's top flight before adapting to a considerably higher standard of competition in England.
He has already established himself as first choice for Genk this season, a rapid rise for a player who was still representing the club's under-23 side as recently as February.
