The 31-year-old Portuguese midfielder has confirmed he will not renew his contract and has set himself a clear deadline, telling Canal 11 that he wants his next club resolved before joining up with Portugal's World Cup preparations.
"I want to resolve it between the end of the season and the start of training with the national team so I can have a clear head, because the World Cup is too important a competition for me to have my head on other things."
According to Tuttosport and Corriere dello Sport, Juventus chief executive Damien Comolli has held dialogue with Mendes and a formal meeting between the pair is expected shortly. The Bianconeri, who secured Champions League football for next season by finishing third in Serie A, have proposed a contract of two years with an option for a third, worth around six to seven million euros per season with performance bonuses.
Silva is understood to be holding out for three years guaranteed at around eight million euros annually, though Italian reports suggest there is room to close that gap.
Barcelona remain a competing force. Mendes has maintained parallel conversations with the Catalan club, where Silva has long been viewed as a dream signing. However, Barcelona face their own financial constraints and must move players on before committing to significant new wages. Juventus's ability to move faster gives them a structural advantage.
Atletico Madrid and Galatasaray have also been credited with interest, though neither is considered likely to match Silva's ambitions for Champions League football.
Silva departs Manchester City with six Premier League titles, a Champions League, and 19 other major honours.
