Spurs have signed Brazil winger Savinho from Manchester City for an initial £75million, with a further £10million available in add-ons taking the total value of the deal up to £85million.
The 22-year-old has put pen to paper on a long-term contract, becoming Roberto De Zerbi's latest marquee addition in a summer that has already pushed Tottenham's spending beyond £300million.
The move has been more than 12 months in the making, with Spurs having failed in an initial bid to sign Savinho last summer. The winger opted to remain at the Etihad Stadium at the time, but his game time was sharply limited under Pep Guardiola last season, when he made just seven Premier League starts.
Savinho scored twice and registered 12 assists in 53 appearances for City since joining from Troyes in 2024 for around €40million, with a breakout loan spell at Girona — 11 goals in 41 games — having first alerted City to his talent.
"It's taken a while but I'm very happy to be here," Savinho said. "It's a wonderful opportunity at a brilliant club with one of the best managers in the world. As soon as I spoke to the head coach I knew I had to come.
"He told me he wants to help me reach the highest level, and I believe we can do that together, as a team."
Sporting director Johan Lange described the winger as a player who has "been on our radar for a while", while De Zerbi outlined what he expects the Brazilian to bring to Tottenham's attack.
"Savinho is a player who brings energy, imagination and quality in wide positions. He has the courage to attack defenders and the ability to change a game with his creativity," De Zerbi said. "We're very pleased to have him with us, and I'm looking forward to working with him, helping him continue to grow and seeing him bring his personality to the team."
While Savinho's arrival dominated the headlines, Tottenham also confirmed a rather different piece of business at academy level, with 20-year-old forward Oliver Irow joining League One side Plymouth Argyle on a season-long loan.
Irow spent the second half of last season on loan in the same division with Mansfield Town, memorably scoring twice on his senior competitive debut, and finished the campaign with four goals in 18 appearances for the Stags.
A product of Tottenham's academy system, Irow has been a regular for the club's Under-21s in recent seasons, scoring five goals in 12 appearances at that level in the opening months of last season, and also featured in five of Spurs' six league-stage matches in the Under-19 UEFA Youth League, scoring twice. Plymouth's move for the versatile forward, who can operate out wide or through the middle, continues Tottenham's pattern of sending promising academy graduates out for regular senior football at third-tier level to aid their development.
