Mohya has earned his first senior call-up after impressing for Borussia Monchengladbach, with Klopp selecting the teenager for the matches against Serbia and the Netherlands on November 13 and 16.
The Germany head coach explained that he had been following the midfielder's progress and wanted to give him an opportunity to experience life with the senior national team.
"He is one of those cases where you simply have to take notice," Klopp told DFB.TV.
"I would say I've been looking after young, highly talented individuals for quite some time, and it's something I really enjoy.
"I told the Mohya family this, and we agreed to bring him along, essentially to give him a taste of it."
The selection is a significant step for Mohya, who has already represented Germany at youth level. He is among the youngest players to receive a senior opportunity under Klopp, who has made a point of monitoring emerging talent since taking charge.
Another player attracting the national team's attention is Nicolò Tresoldi, the 22-year-old Club Brugge striker who has yet to decide which country he wants to represent.
Tresoldi remains in contact with the German setup, although Klopp indicated that there was nothing new to report regarding the player's international future.
"We are also in contact with Nico. All these things are on the table, everything has been discussed, and the situation is exactly as it should be at the moment," Klopp said.
"We have good communication, and there is nothing more to add at the moment."
Germany's 24-man squad also includes the returning Niclas Füllkrug, who has been rewarded for his prolific start to the season with Werder Bremen.
Klopp's selection combines established internationals with emerging prospects as Germany prepare for their final Nations League group matches.
