The 26-year-old has been absent from international football since November 19, 2024, meaning 715 days will have passed by the time Sweden begin their November fixtures.
Kulusevski suffered a serious knee injury in May 2025 and was subsequently sidelined for 526 days before returning to action for Tottenham in October.
His return to club football has now been followed by a place in Potter's squad, giving the former Juventus and Atalanta player an opportunity to resume his international career.
The Sweden manager was delighted to welcome him back, having followed the forward's difficult recovery.
"It means a lot to have Dejan with us," Potter said.
"I'm so happy to have him back on the pitch. He has been through an incredibly difficult period. We've spoken several times, and I've been very impressed by how he has handled his difficult situation.
"He's back with us because he is so important both on and off the pitch. I look forward to working with him. I haven't done that before."
Kulusevski's last appearance for Sweden came under former manager Jon Dahl Tomasson, when the national team recorded a 6-0 victory over Azerbaijan.
His return comes at an important stage of Sweden's Nations League campaign. They will host Bosnia and Herzegovina on November 14 before travelling to face Poland three days later, with Potter's side looking to secure promotion to League A.
The recall is a significant milestone for Kulusevski after a lengthy period of rehabilitation, although his recent return to Tottenham has so far been carefully managed.
