The Newcastle United defender suffered a calf injury that will prevent him from playing any part in the competition despite initially being included in Thomas Tuchel's final squad.
Scans confirmed Livramento sustained a low-grade tear. While the injury is not expected to keep him sidelined for an extended period, the recovery timetable is too long for England to carry him through the tournament. The 23-year-old will now leave the squad and return to Newcastle to begin rehabilitation ahead of pre-season preparations.
The setback arrives at an awkward moment for England.
Tuchel's side is preparing for its opening group-stage match against Croatia in Dallas, with the tournament only just getting underway. Although Livramento was not expected to start ahead of Reece James, he was viewed as an important squad option capable of covering multiple situations during a demanding campaign.
The extreme temperatures expected across parts of North America have placed greater emphasis on squad depth and the ability to rotate players throughout the tournament. England are now expected to turn to Trevoh Chalobah as a replacement.
The Chelsea defender had been included on standby and is in line to join the squad as Tuchel looks to restore defensive numbers before the opening fixture. Chalobah's likely inclusion would offer experience and versatility, although his preferred role is in central defence rather than at right-back.
That reality raises further questions about England's depth in the position. With Livramento unavailable, James becomes the only recognised specialist right-back in the squad. Djed Spence is capable of operating on either side of the defence and has been used there during his career, but Tuchel's options are now considerably reduced compared to what he had planned before the injury.
The decision not to include Trent Alexander-Arnold has also come under renewed scrutiny following Livramento's withdrawal. The Real Madrid defender was overlooked despite his extensive international experience and ability to play on the right side of defence.
For Livramento, the news represents a frustrating end to what had been a significant personal achievement. The defender had earned his place in the squad following another impressive season under Newcastle manager Eddie Howe and was preparing for his first major international tournament.
His rise through the England setup gathered pace under Lee Carsley.
Having previously worked with Carsley at Under-21 level, Livramento received his first senior call-up during the caretaker manager's spell in charge and later made his international debut in a Nations League victory over the Republic of Ireland.
Since then he has gone on to make six appearances for England. The timing of the injury means he will now watch the tournament from afar, while Tuchel is left adjusting his plans before a ball has even been kicked in England's World Cup campaign.
