The 19-year-old, who broke into Augsburg's first team in the Bundesliga last season, is eligible for both the United States and Germany after being born in Hawaii to an American father and a German mother, but raised for most of his life in Germany.
Pochettino had named him among those under consideration for the USMNT's upcoming camp, only for Banks to be left out once again because he still has not settled on which country he wants to represent.
"Noahkai has not changed his mind and is waiting. There is still no decision, and of course we cannot consider him for the next training camp," Pochettino told AS USA.
The Argentine was careful to stress that the door remains open regardless of the delay.
"We are in contact with all the individuals who could potentially hold dual nationality," he said, adding that the human connection built during that process matters regardless of how long a decision takes.
Banks has previously represented the United States at youth level, appearing for the Under-17, Under-19 and Under-20 sides, and was called into a senior USMNT camp last September. He opted out of contention for this year's World Cup while he weighed his options, a decision that meant missing out on the tournament altogether rather than risk representing one country before deciding for certain.
Germany's interest emerged publicly in the spring, complicating what had appeared to be a straightforward path toward the United States, and Banks now faces a choice between Pochettino's USA and Jürgen Klopp's Germany, should the newly appointed Germany head coach wish to pursue him once a decision is made.
The defender has previously described himself as "very torn" over the decision, saying he did not want to rush a choice that could shape the rest of his career simply because of the timing of a single tournament.
He has continued to build his reputation at club level regardless of the uncertainty, establishing himself as a regular starter for Augsburg since his breakthrough and drawing praise for his performances at centre-back.
Both federations are understood to remain in regular contact with the player and his representatives as he continues to weigh the decision, with Banks having previously suggested he hopes to reach a conclusion before the end of the year.
