Nothing is finalised, but talks between the two clubs are advancing, according to The Athletic.
Savinho, the 22-year-old winger, was left out of Enzo Maresca's 21-player squad for City's 3-0 Community Shield defeat by Arsenal on Sunday, while the 27-year-old Marmoush came on as a second-half substitute for Erling Haaland in the same match.
Any deals for the pair would add to an already extraordinary summer of spending for Spurs, who have committed a combined £229.5m to Sandro Tonali, Mateus Fernandes and Jan Paul van Hecke, alongside free-transfer arrivals Marcos Senesi, Andy Robertson and Martin Dubravka.
Roberto De Zerbi's side pursued Savinho last summer too, Spurs had discussed a package worth around €50m (£43.3m) with Manchester City at the time. City, however, did not want to sell the Brazilian, who went on to sign a new contract until 2031 shortly after that transfer window closed.
Savinho has nonetheless continued to play a bit-part role at the Etihad Stadium, starting just seven Premier League games last season as City finished second and won a domestic cup double. He joined City in a €40m deal from French side Troyes after a productive loan season at La Liga club Girona in 2023-24, recording 11 goals and 10 assists to help the club reach the top four and qualify for the Champions League for the first time in its history. Both Troyes and Girona are owned by the City Football Group, the same ownership group behind Manchester City.
Marmoush, meanwhile, started just eight Premier League matches last season, finishing the campaign with eight goals in 36 appearances across all competitions, and then played five times for Egypt at the World Cup as they reached the last 16. He joined City from Eintracht Frankfurt in January 2025 after scoring 37 times in 67 appearances for the German club.
Both players are considered surplus to requirements at the Etihad Stadium, with Maresca having indicated that while they remain entitled to fight for their place, the club will not stand in the way of a departure should an acceptable offer arrive.
The proposed double deal would mark another significant statement of ambition from Spurs, who have already made six major additions to their squad this summer as they look to build on last season's progress under De Zerbi.
