Völler is now working alongside Klopp at the German Football Association, with Klopp having recently taken over as Germany's national coach.
The relationship between the pair, however, goes back many years and includes two attempted transfer moves involving Klopp and Bayer Leverkusen.
“I wanted to bring Jürgen as a coach to Leverkusen once – in 2008, when he went from Mainz to Dortmund,” Völler told Bild.
“But who didn't want him back then?”
Klopp ultimately joined Borussia Dortmund, where he would go on to win two Bundesliga titles and the Champions League before later moving to Liverpool.
Völler revealed that the pair were subsequently on opposite sides of a potential transfer involving Bellarabi.
“Later he once tried to bring Karim Bellarabi to Liverpool when I was still at Leverkusen. We spoke on the phone,” Völler said.
The two are now working together with Germany, and Völler has been impressed by Klopp's impact since his arrival.
“Jürgen speaks totally authentically and positively, full of energy. Sometimes you wonder where he actually gets the energy from,” Völler said.
“That is impressive. He manages to get people on his side.”
Klopp's arrival has created a sense of renewed optimism around the Germany setup, although Völler stressed that the positive atmosphere is not entirely new.
That was also his assessment when discussing Nagelsmann, who left his role as Germany coach following a disappointing 2026 World Cup campaign.
Völler remains convinced that Nagelsmann will quickly find another major coaching position.
“We have spoken on the phone several times. Julian will take a little breather and calm down,” Völler said.
“And then he will quickly take over an absolute top team again, I have no doubt about that. He is an excellent coach.”
Nagelsmann's departure came after Germany's World Cup campaign failed to meet expectations, bringing an end to his time in charge of the national side.
Völler believes the current situation should be viewed in context, pointing out that the positive atmosphere around the national team had existed under Nagelsmann before changing towards the end of his tenure.
“The fundamentally positive atmosphere was also there with Julian. At some point, unfortunately, it tilted a little,” Völler said.
The comments underline Völler's belief that Nagelsmann's reputation remains strong despite his departure from the Germany job.
For Völler, meanwhile, the arrival of Klopp represents another chapter in a relationship that began with an unsuccessful attempt to hire the former Mainz coach nearly two decades ago.
