Gordon, 25, is under contract at Newcastle United until 2030 and has no release clause. Bayern regard him as a priority wide target and are preparing to open formal talks with the player before making an approach to the club, reports Sky.
The winger is understood to be open to leaving. He has told his inner circle he is interested in the Bundesliga, and the prospect of linking up with Kane — who has mentored him through England camps over the past two years — is a significant factor in that thinking.
However, a wide gap exists between the clubs' valuations. Newcastle are demanding £75 million. Bayern's internal figure is closer to £55 million. Newcastle have indicated they would consider selling if their price is met, with financial fair play considerations also creating pressure to raise funds this summer.
Liverpool remain in the picture. Bayern football expert Christian Falk has noted that Gordon comes from a family of Liverpool supporters and that the Merseyside club may be better placed financially to meet Newcastle's asking price if Bayern baulk at it.
Bayern have Luis Díaz, Kingsley Coman and Leroy Sané operating in wide areas, meaning Gordon would not be guaranteed a starting role — a factor the player is aware of and willing to accept as a challenge.
