The Dutch left-back becomes Espanyol's second signing of the summer after Alex Calatrava, arriving to fill the void left by Carlos Romero, whose departure left a position Monchi was determined to strengthen with a player capable of matching Romero's excellent form last season.
Hartman had already been present at the stadium months ago, and Burnley's relegation smoothed the path for the move, with no real negotiation required between the clubs given Espanyol were dealing directly with Burnley owner Alan Pace's other club.
Convincing the player himself proved straightforward, with Hartman having no doubts about joining.
Born in the Netherlands in November 2001, the 24-year-old arrives having enjoyed a successful spell at Feyenoord, where he won the Eredivisie, the Dutch Cup and the Dutch Super Cup, form that earned him a move to the Premier League. Burnley paid more than โฌ10million for the full-back, who has also won senior caps for the Netherlands.
In his one season at Turf Moor, Hartman made 21 league appearances and two in the cup, playing regularly at left-back when fit, registering five assists without scoring. He will be officially presented on Wednesday.
Speaking to club media, Hartman recalled his first impressions of Espanyol during a visit to the stadium.
"It's a very beautiful, modern stadium. It was a Monday and it was full. It was nice to see, I saw a lot of families with kids. That was the first impression. It was a good feeling from the first moment. I want to play," he said.
He also described the kind of player supporters can expect.
"At Feyenoord I was known for being a player with a lot of emotion. You can see that in my game. I always try to give my maximum for the club. That can fit well with Espanyol. But I don't just want to be seen as an intense player because I can also bring calm, which is important.
"The Premier League is intense, but I also like to have the ball, touch it and go forward. I always want to have the ball."
Espanyol also confirmed the return of Sergio Garcia, this time as head coach of Espanyol B for the next two seasons, until 2028. One of the standout players of the club's modern era, Garcia made 231 appearances and scored 50 goals across two spells in Espanyol colours following the club's move to Cornella.
He arrives from the Spanish federation, having led Damm's Juvenil A before serving as Spain's Under-17 head coach, a role in which he won the Algarve Tournament, reached the semi-finals of the European Championship and qualified the side for the World Cup in Qatar.
Garcia will not be alone in the new setup. Ramon Ferrer joins as his assistant, while another former player, Pablo Rotchen, takes on the role of Individual Player Improvement lead, having made 70 appearances for Espanyol between 1999 and 2002.
Borja Esteve joins as fitness coach, Gerard Schell as analyst, Sergi Pujol as goalkeeping coach, and Rafa Alba as team delegate, completing Garcia's backroom staff at the club's Dani Jarque Sports City.
