Speaking at a press conference in Asia, Eberl acknowledged the unpredictable nature of the market as Bayern try to move on a group of players no longer part of Vincent Kompany's plans.
"The transfer market is extremely volatile, you can feel that. You'd like to sort things out sooner rather than later. There are a few unknowns that simply can't be decided in advance," the sporting director said.
Bayern have made clear their intention to offload four players who spent last season out on loan: Sacha Boey, 25, João Palhinha, 31, Bryan Zaragoza, 24, and Armindo Sieb, 23.
Boey spent last season on loan at Galatasaray, Palhinha featured regularly during a loan spell at Tottenham, where he scored a crucial late-season winner against Everton, while Zaragoza split time between Celta Vigo and Roma.
None of the trio has been listed among Bayern's registered squad players for the new campaign, with Eberl previously stating that all three would struggle for playing time at the Allianz Arena even if they remained.
On the state of negotiations, Eberl suggested a breakthrough is unlikely to be imminent.
"There is movement, so the boys are certainly of interest on the market. But it's not as if something is going to happen in the next day or two," he said.
Bayern are understood to be hoping the closing weeks of the window, when other clubs are forced into late business by injuries or European qualification, could yet produce suitable offers for the group, who cost the club a combined fee in the region of €100m when they were signed.
