The news comes from transfer journalist Mohamed Toubache-Ter, though Strasbourg's asking price remains a significant obstacle.
Moreira, 21, joined Strasbourg from Chelsea for โฌ2 million in August 2024 and has developed into one of the more productive young wingers in Ligue 1, contributing 14 goals and assists across 42 appearances in all competitions this season. He operates primarily on the right or left flank but has also been used as a wing-back and left-back, giving him the versatility Dortmund's new sporting director Ole Book has prioritised in this window.
Strasbourg are demanding a base fee of โฌ38 million plus โฌ5 million in bonuses โ a total of โฌ43 million that would exceed Borussia Dortmund's current transfer record of around โฌ35 million, the amount they paid Benfica for Donyell Malen in 2021.
The Bundesliga side have reached an agreement on personal terms with Moreira but the two clubs have not yet closed the gap on the fee.
Chelsea retain a buy-back clause described by Sky Germany's Florian Plettenberg as "very favourable," which gives the west London club the option to re-sign Moreira. Chelsea are not expected to exercise it โ Strasbourg and Chelsea share the same BlueCo ownership group, making a direct sale to a third party financially preferable โ but the clause gives them a degree of influence over the process.
Stade Rennes have also shown interest in Moreira, though Dortmund's position as Bundesliga runners-up with Champions League football next season makes them the significantly more attractive destination.
Moreira has two senior caps for Belgium, for whom he chose to play internationally despite being of Portuguese descent. He is not in the Belgian World Cup squad.
Whether Dortmund meet Strasbourg's valuation will determine how quickly this moves.
