Antonio Leo, Leão's lawyer, said the player's camp had decided from the beginning that his future would be resolved towards the end of the window, regardless of which club eventually made the move.
Speaking during a workshop organised by Sportitalia, Leo said the timing was deliberate rather than something that developed unexpectedly in the final days.
"In these negotiations, the essential thing is to have a plan. Our plan was always to decide at the end of the market, regardless of Galatasaray or another team," Leo said.
"All the parties involved knew about this desire. From the beginning, we had said that our decision would come at the end of the market for a series of reasons, including opportunity."
Leão ultimately left Milan for Galatasaray, ending his time with the Italian club after the player's camp had considered the circumstances surrounding a possible move.
Leo said the final days of the transfer window can significantly change the options available to a player and his representatives.
"You understand why, in the final days of the transfer window, everything happens," he said.
The comments offer an explanation for why Leão's departure was settled so late, with his representatives having maintained that the decision would be made only once the market reached its closing stages.
Leo's comments also indicate that Galatasaray was not necessarily the only possible destination considered during the process.
"Our plan was always to decide at the end of the market, regardless of Galatasaray or another team," he said.
Leão has now begun a new chapter in Turkey after leaving AC Milan, while his representatives have made clear that the timing of the transfer had been part of their plan from the outset.
