Liverpool have taken six points from four Premier League games and sit eighth in the table, with Wirtz among the players to have come in for the heaviest criticism.
The German joined from Bayer Leverkusen in the summer of 2025, but his 54 appearances for Liverpool have yielded seven goals and 11 assists, well short of the numbers he produced at Leverkusen.
"I think he's the player who has run the most for Liverpool this season, so the desire is definitely there," Klopp said at a press conference announcing his squad.
"We have to stop expecting him to deliver special moments all the time. He needs to help us as a team. We have to make sure Florian feels comfortable with us.
"When the team is functioning, all the players shine as a result. We have to be satisfied when Wirtz plays a match where he's given everything but hasn't scored or assisted."
Liverpool's form has been inconsistent. They drew 0-0 with Fulham in their last league outing, struggling to get their attacking play going, but had beaten Atlético Madrid 2-1 and Tottenham 3-1 either side of that result, in games where their play looked more promising.
Wirtz has started every league match this season, as well as the opening Champions League fixture against Atlético, but is yet to register a goal or an assist.
Klopp rejected the idea that Wirtz has been poor for Liverpool, arguing the debate says more about outside noise than the player's own performances.
"All the experts around the world are sitting there discussing why it still hasn't worked for him. There are just as many reasons to say 'he's working perfectly.' Now we take the next step together, and that applies to Florian and everyone else," he said.
Klopp's first match in charge of Germany comes next Thursday, against the Netherlands.
