He has already agreed personal terms with Hamburg on a long-term contract, according to Bild. The player wants to stay. His family are settled in the city. The question is whether Arsenal and Hamburg can agree a fee.
The loan agreement includes a €20 million buy option. Hamburg cannot afford it.
According to reports in Germany, the club have set their budget at somewhere in the high single-digit millions — likely no more than €10 million. That is less than half what Arsenal agreed to last summer.
Arsenal signed Vieira from Porto in 2022 for an initial £30 million. He never established himself under Mikel Arteta, making just 33 Premier League appearances in three seasons with only five starts. A loan back to Porto last season yielded little. Hamburg has been his best move yet.
HSV sporting director Claus Costa and board member Eric Huwer are expected to open negotiations with Arsenal in the coming weeks. Huwer has indicated the situation is "relatively relaxed," suggesting Arsenal have not signalled any desire to recall him.
