The former Ipswich Town chairman has occupied some of the most influential positions in English football over the past three decades. Alongside chairing Ipswich between 1995 and 2007, he served on the FA Board for 12 years, was joint acting chairman of the Football Association in 2010, led the creation of St George's Park from 2008 and, until last year, chaired the FA's elite performance advisory sub-board responsible for supporting and scrutinising England's senior national team managers.
Speaking exclusively to Football Presse, Sheepshanks explained that Tuchel's post-tournament assessment will not resemble an interrogation, but instead a detailed performance review designed to help England improve before the next major tournament.
"The board of the FA has now—that's what I chaired until last year," Sheepshanks explained.
"It was a subsidiary of the main board because what they found was that the main board nowadays has so many complex business things to consider that they didn't have the time to really properly scrutinise and support the England managers.
"And nor did they necessarily have the skills around the table."
Instead, the FA assembled an advisory group made up not only of football figures but leading experts from across elite sport and high performance.
"I had for many years chaired an advisory board for Gareth Southgate and then latterly Thomas and Serena Wiegman, the women's side of the game as well," he said.
"We had people like Stuart Lancaster, Matthew Syed, who's a brilliant thought leader, Catherine Grainger, who's an Olympic rower, and various other people like that."
The philosophy, Sheepshanks explained, was built around bringing different perspectives into football's decision-making process rather than relying solely on former players or coaches.
"They are all experts in high performance, men and women," he said.
"Matthew actually wrote a great book called *Rebel Ideas*. The idea is that you're looking for cognitive diversity.
"You're looking for people around the table who all share a passion, but they may not be football people. They may just be interested in England.
"They could be in different sports or walks of life, even education and academia, but mostly in performance."
Sheepshanks recalled how Gareth Southgate used the group before England's run to the 2018 World Cup semi-finals, asking members to help shape every aspect of the team's preparation in Russia.
"Gareth had a heading which was, 'How would I run the best possible training camp in Russia?'
"Everybody comes in and piles in with ideas.
"It's not that he doesn't have ideas himself, because they always do, but the idea is to expand the thinking and come at it from different angles in a completely safe, confidential way."
That same process, he says, will now be followed with Tuchel after England's latest World Cup.
"It'll happen on that sub-board," Sheepshanks revealed.
"Thomas will be there. The chief executive of the FA, Mark Bullingham, will be there. The technical director, John McDermott, and Dan Ashworth.
"They'll invite Thomas to give his report on how he and Anthony see it.
"They'll both be in the room, then there'll be a discussion and people will ask questions.
"So it'll be done in a very productive, positive, proactive way."
Rather than assigning blame, Sheepshanks says the review focuses on continuous improvement.
"What we injected into this forum was: what worked well, even better if, what maybe didn't work so well, what will we learn from it, and what will we do differently next time.
"Those are very simple ways of analysing a problem.
"Even in my world, I coach various senior people in life and essentially I work under those headlines.
"You can apply them in anything."
