The ex-Burnley midfielder only recently joined the UAE Second Division side as a player, making eight appearances, but will now step straight into the dugout as part of an ambitious long-term project in Dubai.
Shelvey will manage a squad that includes former Manchester United prospect Ravel Morrison, with the club currently sitting third in the table and firmly in the hunt for promotion.
The project is being driven by new ownership, spearheaded by former Crystal Palace midfielder Jason Puncheon, who now serves as co-owner and Head of Football Operations.
Shelvey said: “I’m excited to take on this challenge and lead the Falcons forward. We have a talented group and a clear vision to achieve promotion and build something special in Dubai.”
“My ambition is to climb to the very top of management and this is the perfect project to prove myself and what I’m capable of.”

The Falcons harbour genuine hopes of reaching the UAE First Division this season, while their longer-term vision stretches as far as qualification for the FIFA Club World Cup by 2029.
Puncheon believes Shelvey is central to those ambitions, citing both his experience and personality as key assets.
“Jonjo is the perfect fit for our project,” he said. “His experience at the highest level, combined with his character and hunger, will inspire the team as we push for promotion and long-term success.”
Shelvey brings a wealth of top-level experience, having featured in the Premier League for clubs including Liverpool, Newcastle United and Swansea City, while also earning six caps for England national team.
As part of the club’s restructure, former manager Harry Agombar will move into a Sporting Director role, continuing to shape the Falcons’ development behind the scenes.
With Shelvey’s arrival, the club expects to attract more former top-level players to Dubai, where an increasingly competitive environment and lifestyle appeal are drawing experienced professionals.
A behind-the-scenes documentary will also track the final five games of the season, offering a glimpse into Shelvey’s first steps in management as he looks to deliver promotion in his debut campaign.
