Werder Bremen are still working to finalise their squad for the coming season, with attacking reinforcements identified as an area of need after struggling in that department last season.
Agent Maksimilijan Kovačević, who represents the 25-year-old, revealed on the Croatian football podcast Cakule that Bremen were among several clubs to have made contact over a potential move.
According to Kovačević, Rijeka have received offers for Fruk "from France, England and Germany," with the German proposal coming from Werder, information he said he received from former Bremen player Ivan Klasnić.
Fruk has been targeting a move since the winter, when VfB Stuttgart were also credited with interest, and Kovačević said he was convinced the forward would leave Rijeka before the summer window closes, with his contract at the club set to expire at the end of the season.
Rijeka's valuation, reported in July at between €9.5 million and €12 million, is likely to prove difficult for Bremen to meet.
Despite the funds generated by this summer's sale of Karim Coulibaly, that fee looks excessive for a player entering the final year of his contract, and it remains unclear whether Bremen would be willing to pay a premium given Fruk's contract situation offers little leverage to Rijeka beyond the interest of other suitors.
