City travel to Anfield after an independent commission found them guilty of the majority of the financial charges brought by the Premier League. The club have appealed, leaving the final outcome unresolved.
Asked whether rival clubs might benefit if City are punished, Iraola declined to speculate, saying he had not studied the case in sufficient detail to offer a meaningful opinion.
“I haven't spent time looking over three years, so we don't know. I don't think it's fair to give an opinion when you haven't spent the time,” he said.
“They are the ones who have to give the answers. My opinion is not valid.”
The Liverpool manager believes the most important issue is that the process reaches a conclusion, allowing those affected to understand what happens next.
“I think uncertainty is not good for anyone involved, but the process is ongoing, so we have to be patient,” he said.
For now, Iraola's attention is firmly on a demanding match against a Manchester City side who have won all five of their opening league fixtures. He described the contest as an exciting opportunity for Liverpool to measure themselves against the leaders, while warning that the quality of the opposition leaves little room for error.
“It's an exciting game, at home at Anfield against league leaders. Won all their games. They will go for it, so will we,” he said.
Liverpool must also contend with a depleted attack. Alexander Isak and Cody Gakpo will miss Sunday's match after suffering injuries on international duty, while Hugo Ekitike remains unavailable. Iraola confirmed that Isak has a thigh injury and Gakpo an ankle problem, although neither is expected to be a long-term absence.
Federico Chiesa could return to contention, but has not played recently, leaving Lewis Koumas among the options to lead the line.
“Koumas has our trust,” Iraola said. “The player has shown he is ready to go.”
The manager also discussed the need to adapt to a congested schedule, with Liverpool facing a demanding sequence of league and European fixtures. Limited time to train with the full squad makes preparation more difficult, particularly when injuries force changes to the attacking set-up.
Iraola expects the atmosphere at Anfield to be special, and wants the team to give supporters reasons to get behind them. He rejected the idea that the City match is a must-not-lose fixture, pointing out that every Premier League game carries significant weight.
Liverpool will need to perform at a high level against a side in excellent form, but Iraola believes his players are focused on the challenge rather than the controversy surrounding their opponents.
