Orozco has also made an impression at international level, winning his second senior cap for Colombia during the recent break. He came on for the final 20 minutes of their 1-0 friendly defeat by Paraguay in New Jersey.
Garizabalo, who first spotted Orozco when he was 11, told Gol Caracol that the youngster immediately stood out because of his versatility.
"I first saw him in the Sincelejo tournament and what caught my attention was I could not tell what position he was playing," he said.
"He appeared on the left, on the right, in the middle. He took shots."
Garizabalo believes that versatility remains one of Orozco's biggest strengths and that Colombia coach Nestor Lorenzo should not feel restricted to using him in one position.
"I don't think he is a player who can only play in one position for Nestor Lorenzo," he said.
"He can put him where Cali did, defensive midfield, but from there he can contribute offensively."
Orozco has made a strong start to his loan spell at Castellon, who sit among the early leaders in Spain's second tier, after moving to Europe following his transfer from Deportivo Cali.
For Garizabalo, the midfielder's progress is the result of a series of opportunities arriving at the right time.
"Everything has been given to Matias. He won the lottery because everything has gone his way," he said.
The scout now believes the teenager's progress could take him all the way to English football's top flight.
"I think sooner rather than later he will be playing in the Premier League," Garizabalo said.
