Speaking to El Desmarque shortly before Atlético's LaLiga meeting with Villarreal, Cerezo addressed the ongoing saga surrounding Álvarez directly, having faced a summer of near-constant questioning over the Argentine's future.
Álvarez was left out of the squad entirely for the previous match against Málaga and began Sunday's game against Villarreal on the bench.
Asked how he expected the Atletico Madrid support to receive Álvarez, Cerezo was firm.
"I believe, and this is the only thing I can say, because I think it's the only thing that can be said in this case, after a fairly complicated summer with the constant questions about the Julián Álvarez issue, that he is an Atlético de Madrid player, that he has always been an Atlético de Madrid player, that we have never had any intention of selling him, and that he is an Atlético de Madrid player and is available to the coach to leave whenever the coach wants."
Cerezo also took aim at Barcelona over their pursuit of the forward throughout the summer.
"What I believe is that FC Barcelona has not been up to the circumstances and has not done what is normally done in these kinds of cases."
The comments come amid a public standoff between the two clubs, with Álvarez's representatives issuing a pointed statement in recent days making clear the player's desire to leave for Barcelona has not diminished, despite Atlético's public insistence that the matter is closed.
Cerezo's remarks reinforced the club's position that any departure remains entirely at Atlético's discretion, with no indication that stance is set to soften before the transfer window closes.
