Rashford, 28, is expected to leave Old Trafford despite Barcelona opting against triggering their £26m option to sign him permanently after his loan at Camp Nou.
Barcelona instead spent £70m to sign Anthony Gordon from Newcastle United.
That decision leaves Rashford at something of a quandary when he returns from England duty, with The Athletic reporting that a move abroad is his only preference.
The report adds that Manchester United want to avoid a third loan arrangement for the forward, and that Rashford is not currently drawing serious interest from clubs at a level that would persuade him to leave. Barcelona covered his £375,000-a-week salary during the loan spell, and United are due to take on that wage from 1 July.
Tottenham are said to be prepared to match his salary, but the player has shown no appetite for a move to north London.
The Sun report that United are in no rush over his future and have not ruled out reintegrating him into the squad, with the forward himself yet to close the door on remaining at Old Trafford.
Harry Maguire, a United and England teammate, spoke publicly in support of a possible return.
"I have an amazing relationship with Marcus and have had great times with him over the years," Maguire said on The Rest is Football podcast. "I know what a wonderful player he can be. It's up to the club and Marcus to find a mutual agreement.
"Of course, if Marcus does come back, we want him to play and be happy and confident. It needs to be right for himself, it needs to be right for the club.
"But everyone knows what a great player Marcus can be for whatever club he plays for next season."
United value Rashford at £40m, though several sources suggest the realistic market figure is closer to £25m.
